If you mean because the Mage is stuck in Lower Stormrivet, that's not a binder.  He can do anything except free himself and get kicked out.

Ramespi makes no Placements this round.

The Action Phase is now underway, and the Mayor and Mage take no actions.

That's only in danger of happening if I can wipe out your faction in one go and nobody else is in a position to stop me, though. Otherwise, everyone else pretty much has to retaliate on your behalf.

I'd be careful, but I wouldn't view it as paralyzation.

It does, it becomes unled and can be attacked on its own or taken control of.  Although in the Mage's case you need to kill the Mage for him to lose.  And at this stage, it is in virtually everyone else's interest to stop him dying or the elves win by default.

Can't stop me dying, can only kill the elves. So in the interest of self preservation, I have to maintain a sizeable card count.

It's not part of the elves win conditions to have their pawn or faction alive, although normally a player is out of the game if they don't have a pawn left, would the Irony still win if his win condition was fulfilled in the same turn that he went out?

No, he loses if he has no pawns left in the game and cannot draw another.
