Depending on what phone you have, you might be able to save the image and open it in an image-manipulation app on your phone, and edit a signle tile, save the image and then upload it to a site like imgur. Buuut, doing all that on a phone would be a bit of a hassle.

There's sumopaint, not sure if it's any good for pixel-level stuff though.
