Think slackjaw from dishonor and emily from dishonor being the heir. You can't just call a thug to take out the heir and not expect for finger pointing to go around right? As regent the stability of the realm is your job and her death will make it shaky at best...but don't let that stop you. I'll try and set the story up so that you the players can launch a coup and take power for yourself.

Normally, high grade weaponry was banned to be sold to civilians by request of the spymaster and approval of the late prince. That said...you ARE a regent now. As a leader of an entire nation surely, there is an exception...right? As much as you think you are not sure and this man seems to be very nervous now.

"Listen, i'm closing up early today. I'll hash out 10 coins off whatever you buy now but if not ya gotta go sir. Sorry."

I'm not suggesting we eliminate her immediately or in such a mundane manner. A flight of stairs could be just as effective followed by a bribe of the physician and his eventual disposal to ensure it is in fact an accident and not murder. Poison is effective as well. Or we could arrange a marriage with a powerful family and then kill her and make it look like they're making a power grab. All is fair in the corridors of power. The removal of a monarch is not something done in a rush and entrusted to idiotic thugs.

You decide that this shop seems a bit too shady and turn to leave for the door. You can hear the man sigh and put away everything he has shown you.

This man obviously had something to hide or not share but just what was it. Besides being dry, a terrible dresser, and having almost nothing to sell he felt overly cautious.

You head back to the castle informing one of the guards about the weird weapons shop.

"Yes, Mistress i'll tell captain about the shop since it's his responsibility. However, would you like us to go right away with just an accusation? I ma-mean it's been done before but it riles up the shop owners who pay taxes."

"Could the peasantry go to arms or anything serious?" you ask curiously

"Well no, no i don't think we are at that point in this city. But the merchants tend to have a habit of jacking up prices against the less well off folk and that's just never good. I heard one time speculation on a sharp rise on bread lead some desperate peasants attempt a raid off a Emergency Granary. Captain Blaine stepped in time with her troops an trew 23 into jail that day. Most i hear are still behind bars as a way to make an example of mutiny in the city.

I tell ya, when the war looks so bleak as it does now people just do some of the nastiest of things."

Do you order a government inspection of the shop? Maybe have the city guard keep an eye on it for suspicious behavior?

Just have people keep an eye on it, nobody official looking. Give them permission to buy things.
It'll take time, but if they can get the man's trust, and they do find something shady...

The Guard renders a salute and wheels away in the direction of the Gaurd Tower, most likely to tell the captain of your orders or to continue his patrols.

You decide to meet the Quartermaster of the Mayors Gaurd who happens to be on break. The elderly gentleman sits on a spratan styled table and emptry barrel eating a sandwich.

He stands quickly and sharply.

"Heil Dame Regent!" like the last gaurd he salutes you and asks what he may do for you.

"Thank you Gaurdsman, I was in town earlier searching for a weapon but i wasn't able to find anything to suit men. Mind you part with one of yours?"

He looks quite confounded all of the something as if never expecting this request from a higher up...or a lady for that matter.

"Nien, my budget is small and everything i have is shared among the troops...I could lend you a Quarterstaff but it would go out of place with the traditional image of a regent or a noble for that matter. Besides, i'm sure when you've reached your destination you could requisition an Elite Guards team to be around you when you go out Dame Regent."

You think about having a training staff as a weapon but this guard is right that it would make you look quite petty in the eyes of many. It's not like you have people who want your head on a platter right away right?

You thank the Quartermaster for his time and decide to rest for today. Before going to bed you ask the Messenger about reports on the realm and what resources the country will give you. He is..baffled.

"um, um'aldm...Listen i'm just the messenger. Just take this dagger for now and keep it till we reach the capital of Bay. As for the status of the country on paper..well i'm sure you can ask the council, It's there job right now to be ready for you."

You thank him and as you are leaving he speaks again.

"Wait Miss! Listen i have a request. Ya see's my Brother joined the Knights and...I'm worried. Usually he sends letters but the last one i got says he's going to be put on trial for some security leak. Apparently, Whoever killed the Prince had help from the one of the Gaurds and i fear they may put them ALL on the linch. I beg you, my brother is innocent he's always been a patriot to our nation and would never sell out. Ever. When we get to Bay could you maybe clear him off charges? If you do i know where you can get a Good Sword that isn't sanctioned by the National Gaurd."

You are about to flat out refuse him until the messenger drops to his knees.

"Please simply think about it! He's all i have left in this world..I don't know if i could live on if anything happened to my brother."

You back away and ask him to leave promising to give him an answer in the morning.

The morning comes you awaken with one final uneventful breakfast with the mayor and than back on the cart with the messenger. You can now see Gaurds on horses near the cart. When you ask one responds that it's for protection against the Red Skull Gang that waylay carts in the forested mountains that separate the town and the capital.

They assure you that with their band of 25 Guards that they would not dare attack us and that they should be through the wilds in the afternoon.

You guess you should really think about helping the messenger and about the Criminal elements in this country. First that Jacqueline girl sells off weapons on the black market and a gang of known bandits seduce danger near the capital. This is not what you remember when you came here years ago.

These roads were so safe peasants and farmers carried there goods to trade in the cities without worry of robbery, what happened to change that?
