Very amusing and harmless (thus far). To quote the wiki:

"The lungfish is also well known for its playful nature and ability to fly. Several members have seen lungfish in the air above cascades. After conquering water and earth, it is only natural that these terrifying beasts conquer air. It is only reasonable to think than soon enough, they shall conquer fire as well, and we will see lungfish (but not !!lungfish!!) in magma."

Why does this happen?

Lungfish got jealous at the birds that taunted them. So one day, Urist McLungfish captured one of these birds and fused them together with himself. Creating an air and water breathing flying fish. Literally.

This was before world gen in Armok's experiment worlds and saw that these fish would one day rule the world. Outnumbering all the species, even the elves.

For real fun, give it the [IMMOLATE] tag and a high body temperature like a fire snake...though if you do, you may want to remove its ability to move through water.

Disclaimer: I've never modded creatures beyond giving female dwarves beards. I apologize in advance if I made any mistakes.

[Edit:] I would've actually had its name be ‼lungfish‼, but I didn't want to risk using UTF-8 characters and breaking something, since the game's secretly in codepage whatever-it-is instead. (-:

Lungfish are supposed to fly. We just live in a cut-rate reality where we're stuck with the defective ones.

Lungfish clearly fly in the same manner as Kirby. Once they have inhaled enough air, they propel themselves forward by flapping their fins.

Only if you mod in an organ called an 'air sac' or something, which has [FLIER] so that it can't fly when the air sac is pierced.
