ISIS scared off or murdered all the qualified doctors in their territory and now they're being wiped out by parasitic diseases endemic to the area. 

The best part is they can't even turn lemons into lemonade since it's trivial for real doctors to treat (MSF and company were controlling it before ISIS moved in) so it would be useless to weaponize.

What a silly way to go.

Affect is a verb - to affect something.

Effect is a noun - to have an effect.

Effect is a noun, affect is a verb. However, effect can be a verb, when used to mean "to bring about" or similar. You could quite reasonably say "the effect was to effect an effect", but let's not get in to that.

As to the difference between "effected" and "affected" or the reason why these homophones are spelled differently to no good end?
