Not orbits of Terra around the Sun. Orbits of the Terran sun around the galactic core. Expect a response between 230 million and 11.5 billion sidereal years.

Well, it's a lengthy process. First they need to develop a superhuman capable of staffing the Administratum's complaints department for more than a few seconds without developing explosive levels of hypertension, and Cawl's booked solid for the next few aeons making progressively Bigger Marines so we're back to whacking the zygotes with blessed wrenches and hoping. It'll take a while.

Then there's the backlog of existing complaints to work through. Not counting the ones that have been delivered ahead of time by Warp phenomena, you have to figure that quadrillions of people over thousands of years have had a lot to complain about.

Also, how eager do you think the Administratum is to respond to complaints?
