You need ten points in both SKL and SPD for multi attacks. Most people should have multiple attacks.

So if you have 10 SKL and 10 SPD, you get two attacks total.

Ok, I guess just for demenstration purposes:

Kimiko has two total attacks she can make.
Alex has two total attacks as well.
Hikari has two total attacks as well.

So everyone gets 1 attack starting with. Then at 10 SPD and SKL, they gain another. Then another at 20 SPD and SKL, then once again at 30 SPD and SKL, and so on and so on. Both stats must have either 10, or 20, etc, for additional attacks.

rolls are done as SKL vs SPD, STR vs DEF if physical, STR vs RES if magical (don't worry about that one as it wont happen till later.
