They do have indeed have 5's. However, Witches have magic and are buffed while fighting a human. Or they use mindcontrol to get normal humans to kill themselves. Like aiko's mother.

Shooting outside into a barrier, won't work since normal humans can't see a barrier until it's to late. Magical girls hafta be inside to even hit the witch due to doors and magic.
