((Lowering spell categories and cost by one tier for summons? Not that OP for a level 5 perk, really. The whole "two of a lower tier summoned" is just part of the summoning rules for the game. Or, at least, it was okayed earlier in time for him to be able to summon 2 medium summons for the cost of a big one, for example.))

However, the way Tobias was knowingly set up right before the start of v3 whenever we were revamping characters, was that he was able to do this summoning. But hey, I'm willing to balance it, but it has been on his sheet for a long ass time, but the fact that it's only just now coming up is kinda odd.))
