That was the original plan. I still need to get the Wraiths stated up, but other wise their main stat is Speed. Low HP and Low Strength as well.

Think of a magic version of X-COM, except they're not so hush-hush.

maybe at least make it that the attack of the wraith needs to deal at least one point of damage (so eithr str vs def or mag vs res, depending on the damage they deal), before it saps speed, and speed regen of 1 every 2 turns, else even with mook stats they are maximum deadly, especialy in numbers

I'd rather not do hundreds of rolls for the swarm of shadows out there. Maybe ball them into several separate unit groups? (shared HP/attacks/compounded speed leech ability?)

Otherwise SERT can rock up and distract the bulk of them, so that Barti isn't steamrolled.

Flying helps. The Shadow wraiths are non-fliers, so unless attached to Shades hive-mind, they can't hit Barti.

Hmm just on the topic of conspiracies (and their resources)  what about characters who are themselves wealthy, I always had in the back of my mind that Stella had quite a few long term investments, still they are in the Superhero world and currency would be difficult to quickly move across that border

As mentioned, Will has accrued a fortune, albeit mostly not in his name. He's probably not going to be lending anyone a few million any time soon, though; his cash is tied up in his Make the World Better from Behind the Scenes plots.
