After figuring out how to how to install a plug-in to convert Paint.net files to the GIMP format (which may have been unnecessary since it seems I may have just not properly added transparency to a certain image) and learn way more about GIMP today that I'd ever wanted, I now have a Descanisized Gene Pengwind:

Actually looking at it, it isn't too bad. The hands loop at every fifth frame or so, and the eyebrow raise only lasts fourframes. You could probably do it in only four frames, with the eyebrows wiggling profusely.
