While you wait for the elf to go get some prophecies, you lift yourself up into the air and rise to a good altitude. You quickly stitch together your various views into a mental map. It's hard to figure out which buildings are which, but the mid-sized building to the West of the fountain seems to be where a lot of plain-robed magicians (novices, from what you can gather of their magical strength) are going in and out. That's probably for studying of some sort.
You consider for a moment if a dragon could learn magic. It's possible, you guess, but there's the problem of what to cast with. Your talons would work, as a dragon can aim their talons like an assassin with a blade, but it would prevent usage on the ground (which, face it, is where you'll be if a foe overpowers you, and where you'll need it most). Wings are right out, as although they can catch an air current or your own weight, they can't throw a thing and would probably stretch the magic field too far between your clawtips. Wrapping the arcane energy between your teeth is probably the best bet, as you'd be able to aim it as you would a Shout. You might have to figure that out at some point.
Anyway, you start picking out a few other things of interest. There's a large hall to the North, the one that the prophecy-mage just went into, that only the highest-ranked mages seem to be entering. The hall to the South-East seems to be a dormitory of some sort. A tower exists on a hill to the further East, the Ceporah tower. There's some sort of plains to the North. It's not the best habitat for a growing dragon.
On the wing, you begin to experiment with the Thu'um. First, you check to see if you can figure out which words might have power. You repeat the Words of Power you know to be part of a shout, and find that the first word of a shout has a certain resonance to it. The second words only seem to resonate with the first if you know it, and the third words of all are silent due to not knowing any second words. Tiid, TIME, is interesting. Despite being the second word, it seems to have a shout of its own...
After more experimentation, you realise that there are two resonances in the first Words. It appears that each word can be recombined with another two words, though what these are you don't know. You then get to work on finding some words that have resonances.
After an hour of work, you've managed to find four new words that could be in a Shout. These are:

Iiss, ICE
Mul, STRENGTH
A magical light catches your attention, just as its maker intended. The mage wishes to speak with you; they seem to have found something interesting.
You land, kicking up a small cloud of dust. "Well, err..."

Yes, this is exactly what you wanted. It feels like the prophecy is... right, somehow.
"We've previously deciphered most of it. Everything in it seems to have come true, apart from the last two lines. We'll have to keep watch in Skyrim..." He thinks for a moment. "Say, Skyrim seems like a much better habitat for a dragon than this place. It used to be the stronghold of dragons in Tamriel, long ago when dragons were common. Perhaps we could teach you a spell to get between here and Skyrim, and you could keep watch for us..."
