Honestly I'd say to think about it.

Do you think you can manage one extra person?

If so, then look him over, see whether he's any good, and if you like him, sure.

Otherwise, it would be more rude to the people who didn't get in to let him simply because he didn't actually include the whole character sheet.))

((The reason he got dropped was more or less "I forgot it was there". That's why this is an issue.))

((But notes of rating make me realize a good way to solve this.
His rating was 34, the average of those accepted was...let's see...41, 41, 38, 37, 35, 33. Mostly higher, but one's lower and one not much higher...argh...))

((Very understandable, we just have a lot of people who got their hopes up, then let down, and now we're seeing someone skip past and get what we were after and feeling resentful over the whole deal. We'll get over it one way or another.))

That way he still has a chance to get in, and other people can't get mad because they got skipped over and he just got it for free for little/no reason.))
