The country could also be irrelevant, since everyone stampedes for their doom button when they freak out anyway. Perhaps the other diplomats names and country of origin names could be randomly generated from lists of words, and maybe even their personalities and appearances could be generated from lists. Which could still enable fun like this:

"It's so very wonderful to meet you."
"Charmed. And you must be the attache from the Democratic People's Republic of Dree?"
"WHAT!? I'm from the Democratic Free Republic of Dree! THIS IS AN OUTRAGE!"
*Runs for nuke button*
*Everyone else runs for their nuke buttons in response.*
*Planetary Anihilation*

And like Paper's Please, dignitaries could arrive at and leave the embassy throughout the party, until a timer or a set condition is met, requiring greeting each one correctly, perhaps.

Of course, this might hinder handcrafted scenarios somewhat.

yes, generated country names could be quite interesting.

assuming we're playing a suave spy who's out to get drunk at this classy party in some foreign embassy, maybe there are a bunch of folders randomly placed around the map that, if you find them, will give you the names of different diplomats, countries, or reports/dossiers, etc. allowing to blend in better/defuse situations.

I'd quite like it so that you can slap the button out of a dignitaries hand if he is the only person heading for it. If you manage to do so, everyone else is very pleased and much harder to annoy for a few minutes. However, you need to be incredibly quick and also close to the person to make this happen, making it more of a bonus / secret than a reliable strategy.

I think there should be (at least) one nation that is either anti-left- or anti-right-handed. Children in their nation have the habit of using the non-favoured hand beaten out of them, or are otherwise treated as second-class citizens, so they are very sensitive on the matter.

The degree to which an anti gets annoyed with another diplomat who uses the non-favoured hand would depend on what they're doing with it: gesticulating to illustrate a point is acceptable, eating/drinking/using something with it is annoying, but offering something to them with it is outrageous. (or perhaps some kind of random combination thereof)

What about diplomats who dislike certain aspects of appearance? (skin/hair/eye colour, height that kind of thing)

A country that prefers people who are very arrogant, brag about their countries acheivements and generally enjoy one-upmanship, and despise compromise and modesty, and perhaps another country that prefers the opposite.

I'll think of more later, just back from work and I am tired.

I would like to suggest a small tweak, perhaps instead of nuking the entire world, the offended parties could merely nuke the protagonists home country?  Or perhaps they wouldn't resort to nuking at all.  You could see a scale depending on their reaction.  So while knocking a wineglass over would absolutely incense everyone, they might be a little more restrained if you've buttered them off ahead of time.

So depending on how they feel at the end of the night or when you get tossed out of the party you'd get different possible dialogues:

5: "Splendid old chap!  Come by the manor tomorrow for your knighthood and your country's new humanitarian aid package!"
4: "Do you have a son or daughter that I can give a ridiculously well paid job to?"
3: "I say, I say, I hope to see you again soon.  Stop by the embassy sometime."
2: "It was a lovely night, thank you for coming."
1: "Well you handled yourself well enough."
0: "Terribly sorry, were you supposed to be here?"
-1: "I can't believe they let an buffoon like you in here."
-2: "Tell the oafs your country calls athletes not to bother coming to the next Olympics."
-3: "If you leave the house immediately, I'll give you sixty seconds before I release the hounds."
-4: "What an impudent peasant!  Off with his head!  Sanction his country!  Call Madagascar and shut down everything!"
-5: "I say, I say, where did I put that red button?"

Your relationship with each dignitary would start off at 0 and would go down by 5 if you make a faux pass.  If your relationship is ever negative, it's immediate game over.  But if you make it to the end of the night with a positive relationship, you get a score boost.  So walk right in the door and spill wine on someone and it's curtains for your country.  Lacy, gently wafting curtains.  But if you manage to keep from embarrassing yourself quite so quickly it's not so severe.

I bit off more than I could take for this as my first project. My organization/leadership skills are .. poor. I thought I'd be able to compensate, but I'm completely clueless about how to do most of what would make it a fun game, or what I'd ask a volunteering elite programmer to make. A few days of trying to figure it out has left me with too few insights and too little morale to continue driving this.

If anyone wants to take over, and can come up with a decent plan on how to make this, I'll still make 3D art assets. Otherwise it's just another failed idea.
Sorry for posting that I'd take this up before taking 24 hours to think it through.

Don't lose heart. Only practice can get those skills.

First step should be deciding perspective. As this game will probably involve keeping an eye of the crowd, 3rd person might be best.

Make it a tabletop game.
Five-dimensional tables to work out what actions would do what. No computering skill required.
