Well, given that so far next to no people volunteered for pill-testing, I think that making them pay for it would eliminate the last hope for its use.

So, a preliminary research period with free access and combination veto rights that progresses into a vending machine kind of thing. Maybe keep the pill machine in a secret location and have the experimenters in question merely tell Nyars what to put in (and provide appropriate materials), and he gives them the pills in a short while.

And who will be there to stop people from making pills from dangerous materials? The Doc didn't stop Grate from doing just that, just said 'might be dangerous' and then let him run off to do whatever. Do you trust pw not to let that happen again when he controls it through Nyars? Cause I think he'd have waaay to much horrific fun with that not to jump at the chance!
