It occurred to me that your powers would be more suited to combat than hospitaling, unless I've forgotten something.

Giving doctors super endurance was the first thing he thought of and actively admits it may not be the best action. At this point action is better than inaction. He'll think of other ways to help later.

Tabitha bumps into Thalsian, who is drawing spare blood out of a bag he's carrying and sketching runes on doctors he passes. He glances at Tabitha and makes sure to apply some, if she does not resist.

"Don't hurt Selina or anyone else, and I honestly don't care right now."

"Decision reached. Initiating Terror procedures."

Air raid sirens blare in Chicago, Cleveland, Detroit, Duluth, Green Bay, Milwaukee, Montreal, Toronto, and elsewhere in the Great Lakes region, warning people to head to shelters across their city and informing any non-hero parahumans that they can show up to fight, no questions asked and no charges pressed.

"Who the what why?" Tabitha asks the guy she saw ten minutes ago, and who is currently scrawling blood all over the place on people who are strangely unresistant. "Are you trying to spread disease here?"

Delphinium heads to the hospital.  Her power works best one on one anyway, and the wounded and dying would need all the courage and strength they could muster.

"The tatoos are placed on the back and out of the way. They will prevent any kind of fatigue of the wearer. I suspect many here are going to work for weeks without much sleep caring for the wounded that will surely accompany this event. They need this. If you don't want the extra boost I could care less, I'll just move on."
