The villain in question already has that, and that's how their power works.

Hm...maybe Glaistig should [spoilers] and kill the current Butcher so we can have one of the most OP capes ever. Then, have a certain enforcer kill Glaistig.
I mean that Glaistig should dig up Cherish and kill her, thereby giving her the powers of fifteen capes on top of those of three or so other dead capes at a time. It would be interesting to see how the powers interact, if nothing else.
And then Contessa could kill Glaistig. Contessa with dozens of slightly weakened powers, plus being able to manifest three more spiritual capes at once, one of whom could be Eidolon? I think we've figured out how to kill Scion.

Potentially serious spoilersAfter all, Hatchet Face was considered to be one of the scariest, off screen, mass murderers in the setting and he had power nullification alongside super strength and durability. I mean really, he was a classic slasher villain.
If you are taking nullification alongside what you already have and two other powers, it may be a bit gamebreaking.
I don't think Hatchet Face is much of a spoiler. Anyways, neither the power resistance thing nor the Brute powers are on Hatchet's level. At best, his character is like Hack Job sans body horror or teleportation. And he needs blood to work with.
He's a great Trump, mind you, and would fit right into the S9 with the right trauma, but he's potentially powerful for other reasons.
