Adding the two I forgot with new numbers:
7. Osprey torpedo bomber: Use one new engine and include two 15mm MGs as forward armament. Armour against small-arms fire. Monoplane. Capacity to carry one torpedo or an equivalent weight of bombs. More range than the Raven fighter.

8. Develop a 40mm anti-aircraft/combination cannon. Evolution of our old one. Improve where possible, no particular priorities.
And a completely new one:
9. Develop a RADAR station.

Are the torpedo boat destroyers a mix between a torpedo boat and a destroyer or are they anti-torpedo boat destroyers?

Originally, Torpedo Boat Destroyers were built to fight against torpedo boats (to protect battleships from them). Afterwards, it was shortened to Destroyer and they were just escorts.

Strategy Theta: Use the submarines and whatever we have available with few loss rates to transport guns to crow's island as main priority. Use them to fortify the island further. Once they have all been transported, first transport rifles then transport infantry instead. Station 1/4th of our Ravens on the island.
This is to give us more defensive capabilities. using the subs we should be able to transport them without significant losses. We have thirty heavy naval cannons and twenty 40mm cannons available. Each sub can transport four and twenty respectively per trip.
Stationing Ravens on the island makes them more vulnerable against air and artillery attacks, yes. But that significantly increases combat time and reaction time. And, we can just scatter them all over the island - they don't really need airfields.

Counterproposal 6.1: Design an unguided anti-ship rocket instead. Take the new airdroppable torpedo, and install a rocket engine into it. Try for two modes: Keep level and keep direction using a gyroscope.
The two modes should allow it to be usable from planes and ships, and it should prove more seaworthy than a torpedo with rocket engine.

Design 10: Piranha-class torpedo boat: Modify the Shark by deleting the 40mm gun, keeping the 15mm ones. Make it seaworthy and built out of as few war critical materials as possible. If necessary, modify the engine for that.
The two 15mm MGs are cheap and give it at least a small sting against planes.

BTW, can't understand why torpedo bomber needs machineguns....
Besides I am sure that we need to try to make to anti-shipaircrafts, in case if one fails, we'll use another design. Raven modification is a med project so we can spare a tech team on it.

Don't even think that the Raven need much modification; all that is needed is a hardpoint, and an arming system. This should be a quick and dirty add-on which should be done within a month or so.

Don't think it is the right place or matter to introduce a light bomber instead of a torp boat. Really if we try to make pet designs we are going nowhere.

Heh, you managed to post after I edited  my post) Returned to original votes... but will unvote them later likely.. I want to delay gun projects until we'll get a gun team, as we'll have only 4 design teams on-line

My preference is to get a diesel engine, raven mod, some kind of sub (Dislike cod... would prefer something different, waithing for 3.14's idea ) and dive bomber. Our ground troops need some edge, dive bomber can provide it... but as it has high chance of failure being advanched, I want to counter ships with way more predicable design. Also, not developing  some aircraft each turn is a wasted opportunity, because we have trained a specialized large team. Besides more designs equals to more experience,  and better future designs, we must win at least in air, as navywise we are in bad shape, land forces wise, not counting small arms and coastal guns, we are in bad shape, too.

Counterproposal 2.1: The Swordfish class submarine: Four torpedo tubes with spares (2-3 per tube), a high underwater speed and a diving depth of over a hundred metres. Design it to mostly be used submerged, with a snorkel. No deck gun.

iota: convince our ally to join the war by offering them those small islands and maybe point out that if lose the war they have a high chance of becoming a large target due to being in a position that would make them a target for our enemies because their island(probably)has a decent amount of natural resources

Retool truck factory into raven engine factory and merge it with Fighter Factory complex allowing to build  more raven frames, but not more machineguns for it

Counter proposal F.1
Increase factory to make it able to produce 50 more raven airframes (but not machine guns for it) Independent of  G.1

Beta.1 (sub)
Should we have no enough machineguns produced on machinegun factory  to arm all newly produced airframes, use machinegunless ravens for scouting\liason\small scale supply

I. Produce machinegunless protectors(ml)  from now on, they are still protected by 40mms, and we have no enemy with torpedo-bombers\dive bombers, yet. Later it's quite trivial to install them should situation change. We need machineguns elsewhere, for ravens\for land forces\ sharks.
Protectors eat just too much machineguns for little gain
