i suppose i'm screwed but i'll ask...

can you make a quiver out of anything thats NOT leather?
probly not but i can't make a quiver without leather and i can't get leather without
hunting and i can't get a hunter to hunt without a quiver

so i'm screwed right? i suppose it's a case of need anvil to make anvil

not so you can butcher a tame animal to get the leather.  If you dont have any tame animals its only slightly more involved.   you could either have the military go out and kill something, slightly difficult as they'll have to chase it on foot or you can try to trap a wild animal.  you'll need to build a few cage traps to try and capture a wild animal for training.  I sugest you go read the wiki for details as its a bit much to rehash but basicly once the tameing is done you can butcher them for the leather.

you could also take the lazy way out and just wait for it.  Fish or farm for food till either a caravan or a migrant wave arrives.  Its prety common to get at least one hunter in the first 2 migrant waves and by the time the 3rd wave shows up its almost a sure thing.  Migrants with hunting skill come pre equiped with a crossbow, quiver and a load of bolts.   human and dwarven caravans also tend to bring either leather or quivers for trade as well.

well i killed a tame animal and i never ouccured to me to that the bones would suffise for my fey mood dwarf (who started this whole mess!)

candy is easier than steel if your a gambling man or are just very careful.  just dig strait down going around the caverns till you find the magma sea, that should reveal a candy spire.  Then just dig on over to it and hope the warning about dwarves diging too deep does not choose to haunt you.

It's your first year.  You shouldn't have any serious threats.  Toss your dwarves into a melee unit and have them go chase down and kill something.  They'll heal... or you'll get replacements.  :)

Slaughtering one of the embark draft animals should give a skin, so you can actually get a hunter (or two!) fully equipped even with a no-items embark. Dismantle wagon, use the wood to build carpenter workshop and training axe for chopping more wood, then use wood to make bowyer+craftsdwarf+butcher+tanner workshops, slaughter a creature, then make a wood crossbow, some wood or bone (from the slaughtered creature) bolts, and quiver from the hide once it's tanned.

Also, I could've sworn you could make them out of cloth due to maybe seeing a cloth one somewhere in my current fort (and I haven't modded quivers, they seem to be hardcoded I guess, since a windows search in the raws folder doesn't find anything), but I guess someone bought it with them, if it even existed.

I've seen sheep wool quiver, but it may be like that wooden armor the elf keeps offering; not everyone can make it

Try not to make a habit of quitting.  The fastest, most effective way to learn Dwarf Fortress, IME, is to stand up to your problems, and either solve them, work around them, or be destroyed by them.  Any way it goes, you get a learning experience... if nothing else, you learn what doesn't work, which helps you narrow down to what will work by process of elimination.
