I understand that spells will already be hard to find, so in relation to spells if you would answer that.

Technology level is almost Industrial Revolution. Factories replace family workshops and craftsmen guilds. Prototype steamships are available, so are hot air baloons (still a marvel for commonfolk) and crossbows have fancy mechanisms (no one invented muskets yet, yay logic).
I wouldn't call it Steampunk, though - technology is much, much more primitive.

The Holy spells of all three categories have much wider selection when it comes to availability. Anima is second, and Dark magic is both rarely seen and hard to obtain. You might now go and thank the Imperial Cult
