Cutting off an extreme amount of legal mumbo jumbo, basicaly Kyle would have to apply for authorization with IRIS, who will form a commitee to decide wether or not the modification is useful, provided on the data and evidence that Kyle provides them. @Elf sits in that commitee and has all votes.

Kyle writes down that he is going to humanize the robot as that is easier to hide. And less violently white in the sun.

And then letter. He smiles.
"I have approval for modification. I suppose."

Speaking of blokes, Marie is talking with Camille on the bracelet IRC or what have you about the programming architecture of a new combat system simulator. Hmm.
