Calibration successful. Surveillance successful. The magic used is considered to be performed by the object in its entirety, essentially, the explosive takes all the blame. Turns out @Empiricist discussed with @Elf to have the magic technically performed by what is teleported so that magic tracking gets screwed over.

@Empiricist points out that if she's going to do that, she may as well just reverse time to figure out from whom the explosives teleported from rather than who owns the spell.

Will helps, trying to analyze whatever is conveniently near where Yuri needs him to stand.

It's the inside of the sleek, modern insurance agency building. Customers await their ticket to be called whilst the agents continue doing their job. A lady walks in, takes a ticket and sits down, gazing out through the window. Line of sight verified. After a while, the victim enters view. Target verified. The air in one of the lady's pockets is teleported into the target's skull, close enough to other atoms for a small amount of fusion to occur. The man dies. The air around the lady get teleported into the brief case. Enough for the ensuing explosion to occur.

As expected panic and whatnot occurs after the explosion, people rush out. As Louis passes the scaffold, more air near the lady teleports as she runs, causing small amounts of fusion to occur inside the scaffold and outside it, resulting in the controlled collapse. The people who were in the building end up going either towards the explosion, or away from it. The lady goes towards it and ostensibly helps the wounded.
