#1 is...let's say interesting, since several characters came from other worlds.
#2 is good.
#3 doesn't make sense. Golems aren't much more capable than robots and are certainly more expensive. Moreover, since robots and such haven't caused a huge increase in unemployment over a world without any automation, why would golems do the same to a world with loads of automation?

Alright. Here's hoping my head's clearer than it was a bit ago.
Let's say that we've got 100 stat points and 100 PP. Let's also say that none of this is binding.
Assigning stats is going first, because it's simple.
Angel herself has Health 5, Mana 10, Speed 15, Skill 20, Strength 5, Defense 20, Magic 5, Resistance 10.
Nuriel has Health 15, Mana 10, Speed 13, Skill 3, Strength 20, Defense 14, Magic 15, Resistance 10.
There, stat points spent.
Needless to say, they need their fire magic. First comes the attack, which I'll pay 15 points for. It's just a typical magical attack. Next off, an immunity to fire (not quite in the rulebook, but from the Resistant advantage an...um...whichever would be "erring on paying more points" estimate would be 15 PP).
15 PP will be spent on the Alternate Form ability. In addition, we need to consider Nuriel's special abilities. Specifically, she has wings and she can shift her shape some. The wings (which are Flight (Winged)) cost 30 PP, while the shapeshifting is a more complicated Morph (Mass Conservation, Cosmetic, Takes Extra Time 1), which costs 20. We could discuss the possibility of using the rules about (basically) getting a discount on alternate-form powers, but it makes more sense to just give Angel another 50 PP of abilities. Specifically, I'll give her +1 to Skill for 15 points, two levels of Academic Talent (15 points each), and Pitiable (5 points).
Finally, we have 5 PP left over. I could end it now and call it close enough, or just find a 5-point ability, but I'd like to show you guys what all is going on. So, let's give each form a disadvantage: Bad Temper (-10) for Nuriel and pairing Social Stigma (Minor)--that is, she is a minor--with Sense of Duty (Northdale 5), which are -5 PP each, for Angel. Bad Temper and Sense of Duty are things that need to be roleplayed; there is a system in GURPS for enforcing it, but let's try not to need it, okay? With the 15 PP I now have, I can add Area Effect (2 yards), Persistent, and Selectivity to the fire attack--that is, it can be done as an area attack (a sphere with a radius of two yards), the area attack can stick around to hurt enemies that don't move for the next ten seconds*, and either of those can be turned off whenever they feel like it.
*Or turns?
Throw in some largely-cosmetic details and you have a character! (Not one I particularly want to play--I'd rather spend more time refining it--but it works.) All I have to do is check in with the others that they're willing to let me take those RP-based disadvantages and Angel is combat-ready!
Final note: I am willing to do this for you. I understand that y'all don't understand the GURPS rules as well as I do. Moreover, I care enough about making this game better to put some work into it, but I haven't really found a way to do that. Overall, I'm willing to do the grunt-work for you. Say what you want (assuming it isn't obvious), and I'll make an approximation. You can accept it or ask me to tweak something that seems off. It won't be min-maxed by any means, but if you don't want to do it yourself, I'll do the job.

If we're going with the GURPS-based system of defining/balancing abilities, there's a couple versions of Modular Abilities (pg. 71 of the aforelinked GURPS book) which might interest you. A refluffed "Computer Brain" would probably work well. It basically means that she can switch between a bunch of different powersets that she has in her head.

Also I was slowed by various factors. But my head's clear now, probably, so yay.
but yeah, we are close to completition. For characters the one I can think of the top of my hat that still need statting are Sen and Ashley, and Projeck needs to come back for a slight for Ashley. And Sen, Sen is is just a load of work
Also me, but I'm waiting until we've decided the rest of the details on the character creation system.
