Actually the maximum amount you can save up doesn't seem to matter, I've gone over it just with normal income several times now, not sure if it's been changed or if it's broken :S

You can go over it, it just means you won't be gaining any cash from tics. You might be mistaking your income (which is in thousands) with your GDP (which is in millions).

So it turns out that expecting people to be rational and accept demands for tribute instead of losing a war isn't a very good idea. Now I get to wait another day, at minimum :\

The thing is, there's no guarantee you'll live up to your word from the other person's point of view. You can ask for 100K, and then just keep fighting them anyways. You really just want their GDP though, better in the long run.
