Approximate costs of the royal college.

[4+1] Not cheap, but you have the connections and know-how to make it work.  You think it would cost about £50 initially, with a £5/year cost in upkeep thereafter.  The costs would actually be rather higher, but this is accounting for fees charged by the college to its various wealthy students.

Steward Gamel sets to work shortly on the kingdom's finances. As he works, a few questions arise regarding the finances:

"Chaplain Gorlath, a small question about the matter of tithing haff come to my attention. Specifically, what are the current tithe rates to the temples of Viridon and Asterbury, by their respective Diocese? I would normally send messengers to them and ask, but with you being a representative of the Pope Himself, I am certain that you vould know."

"And Herr Kyle, how much of a pension do you require to obtain the services of this Anasalem you vish to recruit?"

"I apologize for my late response chancellor. It would seem that it would cost £50 to get started then it would cosr £5 a year with factoring in fees charged for the students."

The Chancellor deadpans "Your Majesty, I will go if you so wish, but you may as well ask me to slit my own throat if you'd have me try and negotiate with the Clans in the wake of the Alving Clanlord's death to a Meridian assassin, of all things" he stops to drink from a glass "Alexis  may be dead, but she has already done what harm she could. There shall be no marriage nor peace unless the Clans are to be turned against the Alvings in the first place, for the later shall not be quick to forgive her madness. We could, of course, send the Alvings Alexis' corpse under the pretext of being a rogue agent, though that is unlikely to suffice"

"Furthermore, the mage has recently been sent away on a similar mission, though he too will likely avoid Alford or perish; may I suggest we first await his report?" he suddenly seems divided "As for Hulen's tale, if it bears any truth, I find it likely that it speaks of the ancestral worship prevalent in the Clans and Meridia's association with the Ogre Papacy, perhaps it'd be for best if you were to speak of it with the chaplain?"

Steward Gamel approaches the King about additional Tax Reforms:

"King Arcadius, as You may vell know, the Temple of Viridon is refusing to pay the taxes recently enacted. Vile such open defiance is troubling, it may not be vorth the political uproar and the effort of collection over a mere £4."

Presenting a document with the proposed changes to the King, Gamel continues,

"If I might make a suggestion, the traditional tax exemption for the Church extends only to the Clergy itself, not to the lands governed by them. A 5% tax on the Diocese's citizens would bring their combined tithe and tax burden up to match that of the Capital. Such a move would gain You five times the income that of the current 'Clergy Tax' while remaining within the letter of the law."

Almost as an afterthought, he adds,

"It might also be prudent to reward the Earl of Breen, who haff been most generous in assisting Your Majesty's Road Project, by permitting him to enact a similar tax of 5% on the Diocese of Asterbury."

Establish the watch with 40 guards, and make a routine for their patrols and training that will make sure every district in the city is checked every hour or so.

The king looks at his chancellor with furrowed brow, contemplating the options at the moment.

"I suppose you are right about all of this. I am not sure if war is an inevitability, but we will continue our troop perparations regardless. We ceased tribute payments, if they want more, they will have to take it form us. We can send the body of the spy to them, as a show of good will."

With mention of the chaplain, king's expression soured.
"I am not so interested in sharing my revelations with papists, you know I can't stand them. I will wait for Hulen and what he brings to me. I shall deal with the ogres in due time. You say chaplain will provide explanations... I say he will probably request more money or burning of heretics or another caravan of sinners to be sent to the Maw."

He was quiet for a brief moment before he spoek up again, his expression now more easy.
"Is there a mission you think you can undertake? I as thinking of sending you to the east, make contact with our neghbours there. Since the road project is moving ahead and the country is free of banditry, it would be wise to encourage merchants, don't you think? Unless of course there is something more serious you have in mind."


"Indeed, there are a few issues that I have been sent to resolve, chiefly with the neighboring pagans. In the simplest terms, his holiness wishes them dead or converted. So long as either of those is done, we do not mind what you do with the land, and it shall also cover his holiness' tithe as well.

"Crusade you say? It is a holy undertaking, but a costly one as well. I might be inclined ot move out against the heathens if I am furnished with funds for it, and as you may have heard, the bishops of my country refused higher taxes on account of breaching ancient rights, even though the money is being collected to battle said pagans. If you manage to persuade bishops to accept higher taxes and transfer said money to my treasury, I shall be able to prepare an expedition.


Steward Gamel approaches the King about additional Tax Reforms:

"I have sent the chaplain on the mission of acquiring said funds from the bishops if the crusade is to be organised. If he refuses or the mission is unsuccesful, I will drop the tax issue with the bishopric.
You are free to inform the count that he is free to levy taxes on his own bishopric if he is able to persuade them."

King looked at the document detailing plans of taxing the dioceses' peasants.
"Are you sure this is... viable though? Won't these people be subject to too much burden? If you think it is possible without driving thme into poverty, I will approve of it. you don't want to kill the cow that gives you milk after all.

Establish the watch with 40 guards, and make a routine for their patrols and training that will make sure every district in the city is checked every hour or so.
Guard is established, routines set up and townsfolk informed of the new formation within their walls. Apart from hunting criminals, they provide municipal buildings with guards and protection for you in case of civic unrest. (+1 to riot/dissent supression)

Hulen was to depart from the capital once more. He had his reservations about the king's task. The wild ones were exactly that, more animal than man - though no spirit was fully like a man. The spirits of the land were bound to Meridia, whatever that meant to them.

Before he left, Hulen sought out Herr Gamel. The new steward had been Master of the Hunt and might be able to aid him with his preparations.

'Steward, I seek your assistance. The King has requested me to approach the spirits of the land. I will need sufficient sacrifices to appease them - your largest boars, wisest birds, fastest hounds. His Highness would be most pleased.'

[2+1] The injury is made worse by Raeic's shuffling around and it takes the medic some time to treat him. He does manage to ensure that the recovery won't be too painful, but Raeic is down for a month for all big physical activities.

The Chancellor's assessment, a more thorough review of the finances reveals, is accurate.  The bishopric of Viridon tithes the Royal Demesne while the bishopric of Asterbury tithes Breen, Brighthall and most of Gol.  Prior to the recent tax changes, most peasants were therefore losing 20% of their income to the church and crown; this proportion has now gone up to a quarter.

The exception is Gol which does not have a centralised bishopric; the majority of tithes are instead paid directly to local clergy who are exempt from tax instead of going to the local bishop.  A small proportion of tithes do go to Asterbury instead, making up its £40/year income.

Since the bishoprics tithe both land and town, their incomes are approximately equal to 10% of each.

Highreach is a notable exception in that it is not entitled to any tithe because the area it covers is very sparsely inhabited and untamed.  Its income is entirely from sacrifices and tributes, largely from neighbouring Hillfolk pilgrims.

"The only clan that sends the emissary is Alving.  Unless they simply got greedy, someone might have been pressuring them."  [5] Jabbra frowns slightly, causing his jowls to wobble.  "The chief had been giving over more and more responsibilities to his son in recent years.  An ambitious young man.  A religious man.  I believe he made his pilgrimage only a year hence.  Do you know of the pilgrimages?  No?  I will educate you.

"A dozen generations ago, when the ogres came, we did not bow to them.  We held to the old ways and the old gods.  Your ancestors did not.  There is an old song, 'Westernhill', that tells the tale.  How Meridian took his Sentinels, and with the ogres' aid he stood at Westernhill."  A sort of dark fire enters Jabbra's eyes.  "He stood at Westernhill, but he could not pass. 

Though Highreach fell when thunderstruck,
With ogre's spell and sabre's crack,
At Westernhill, At Westernhill,
Meridian called his Sentinels.

A thousandfold they surged with fear,
And all their eyes alight with fire,
At dread Meridian, strong and tall,
Who at the border met his fall.

He gazed up high at Herald's Home,
Where Ancient Heroes still do roam,
And vowed with maddened battle-lust
that 'Westernhill would join with us!'

But there his breath broke at his fall,
We did not break there at his call
'gainst traitor blade and ogre spell
Though yet ten thousand men there fell.

The oath was called,
The blood was spilled,
The ogres breached not Westernhill,
At Westernhill,
At Westernhill,
Meridian broke at Westernhill."


Jabbra stares into the middle distance for a moment, then seems to remember where he is.

"I understand they sing that differently on your side of the hills.  In any case, it speaks of the three holy grounds, the Godsfires.  Highreach, Westernhill and Herald's Home.  A young man must journey to one and witness the Godsfire for himself, if a man he wishes to be.  A chief or man who truly seeks to know himself may visit two.  A man who seeks true glory will risk the peril of three.

"I searched for Westernhill as a young, proud and clever man, too boastful to suffer the humiliation of Highreach, not so mad as to climb the Herald's Home.  I did not find it.  An older, wiser man went to Highreach in the guise of a pauper, for he had learned that all were humble before the gods.  That older, wiser man would eventually find Westernhill and witness the Godsfire there.  I have never dared risk the climb to Herald's Home, for greater dangers than storm and rock lie upon that path.

"Sifgrid, the Alving chief's son - the chief, now, as your escort have informed me - went first to the Herald's Home.  He was feasted as one about to die.  Nobody thought he would return.  When he did, he stayed with his family only for three months before he sought out the Westernhill Godsfire, and that is not an easy place to find.  Find it he did, though, and proved himself more than worthy to take his father's place.

"If I know such a man, and I have known a few, he will settle for nothing less than glory.  He will want to make the third pilgrimage, but he is not a one to accept humility.  He will go to Highreach, but he will go on his own terms.  And that is not something that Meridia will easily permit.

"Sigfrid Alving will forge a legend, or he will die in its forging.  I do not lightly wish to stand in such a man's way."

"I could indeed attempt to persuade them, though my word alone would not be able to influence them so easily. If, perhaps, they were allowed to enact papal law upon their personal demenses, if they have not yet been able to do so, would surely sway them towards your point of view. Otherwise, it would take a show of faith, if you will, to convince them. If you need any ideas, I'm more than able to list a few for you, lordship."
