A couple quick questions.

1. Do new units spawn where the supply centers are located?
2. What happens if two armies attack a neutral location simultaneously?

1. Yup.
2. They both bounce. Even if they're allied. However, one can instead support the other, which is needed to dislodge forces from their starting locations.
