It was implanted by FBI agents and he was given drugs to make him think he was at the scene!

Implanting is actually handled by FEMA. They're fiendishly efficient, so much so that they have to go to great lengths to appear incompetent so they don't arouse suspicion.

Ok, jokes aside, I've seen the pic that it's claimed to be a photoshop (unfortunatedly a friend of mine decided to repost this conspiracy theory in Fb) They basically claim one of the amputees is actually an US veteran pretending to be an amputee, basing themselves on some vague physical resemblance. They don't say whats the point in arranging such a thing, when there's a real event underneath (no-brainer: it happened in a large city, with a lot of witnesses from very different places and nationalities) with real casualties.

Implanting is actually handled by FEMA. They're fiendishly efficient, so much so that they have to go to great lengths to appear incompetent so they don't arouse suspicion.
