30MB is the resources (sprites), not the map. Map isn't that big, I'm fairly sure.

EDIT: Notable differences, psychologist office, some maint expansions, cargonia has been changed, lounges in Science and Medbay, changed toxins test range, arrivals is tweaked a bit, hydroponics was reworked... And some other random stuff I'm forgetting.

Map file is 2.9 MB, larger than /tg/ but smaller than Meta. Still nowhere near 30MB :P

No, it's just byond. It doesn't really matter if you're missing resources or not. You'll still periodically be redownloading them.

That's because you don't actually have to periodically redownload resources, only when they change.
