I don't know how it sprung up in the US again, but that sounds certainly believable.

I'm also not talking about single cases but about something that is normal. Someone freezing to death because they fell into the water during winter is one thing. People freezing to death because they have to sleep outside is another.
Those are not single cases. There are dozens of people casually dying every winter in Britain because they can't affort to heat their own houses, because theree's no central heating system in Britain. There are hundreds of people dying every winter in capital city of India only, because they're homeless.
I don't get what point you are trying to make.

Primarily because they're expensive, and there's a lot of areas that can just get by with space heating and fans, if that. The (distant) secondary and growing reason is because they're fairly rough on the environment. I've off and on heard estimates that central heating -- air conditioning in general -- may be untenable pretty much anywhere within the century, just due to the pollutant aspect.

Which'd be rough. The elderly would have to abandon the equatorial areas, heh. Probably young children, too... it's the old and very young that semi-extreme temperatures/exposure take the greatest toll on, fatality wise.

Sergarr mean something else though: a central power plant giving heat to all residential building in an area, common in Communist countries.

Heated up water moves through pipes in our houses, thus heating them to a comfortable +20 C even in the coldest winter.

It's pretty amazing, all things considered.

There's also the central water system, which allows us to use as much cold (and hot!) water as we want, and we want a lot of it. Russians don't like getting filthy.

The central heating system is based off of run off water from the humungous National Tea Water Reserve that's always kept boiling under the Towern. The pipe whistle also doubles as Britain's air strike horn.

Not gonna lie tea and socks is actually how I keep warm in winter, though the socks go on my feet and not my tea

one article I've seen said that British people liked to get cats because cats provide a natural source of heat

is this true do you use cat-based heating systems
