I don't get why law enforcment folks don't have sleeping gas handy. Just hook up the enire damn building sneakily onto the giant tank and put everybody inside to sleep, then just walk in and cuff the bad guys.

Sadly sleeping gas applied en masse like that works very poorly in the real world. The aforementioned siege in Moscow ended with tonnes of dead hostages. There are reasons that anesthesiologists need tonnes of training and know-how to ply their trade. It's very easy to go from "sleep" to "dead" and everyone has different limits.

Indeed , from what i hear here from the news , he was inside , but the terrorist didn't know . Medias told first someone was kept in by the two brothers but it was uncertain. But the police know the terrorist didn't hold him. And the guy told them informations from inside , hiding.
