Boost Ciro -> Slog as that should give us a Bro Attack with him.

Shrink Al -> Goombess just because I like square relationships and Slog cannot be anything other than a font of love and good vibes.

Looks like we screwed up our chance to get Ecco, but he's kindof a punk anyway and seems like the kind of guy who would lock us out of potentially more interesting recruitment opportunities.

Are you sure about that Monk? I'm pretty sure with Ecco on our side we could easily get Floe.

Unrelated but I'm also I'm pretty sure we are still going to fight Ecco as a boss on this level.

The fact that it refers to shrinking and boosting makes me wonder. If a black heart is shrunken, does that move it closer to neutral?

Goombess: Distract ECCO by asking him about the shipping sciences. Compare notes, and make sure he stays there for some time. Once you're reasonably sure the rest of the party is already at the top floor, kindly ask ECCO for a ride up.
