Intolerance I think a middle payoff is the best bet, probably not too dangerous, but enough pay to maybe get some new equipment. Plus, the target is a racist asshole, so he should be killed.
He's likely to have a gang though, might be trouble.

I find it interesting that the guys most likely to have armed backup have the lowest payoffs.

Yeah, but a pretty wealthy businessman most likely has some form of bodyguard, and he's at what is presumably a high class hotel, which would have pretty good security.

After debating to yourself, you check into each one individually.

Street Sweeping:

Paul Swolli - Leader of a small Italian gang in Chicago, though they have some big time stakes in the speed business over there. And they're putting big stakes in it too, anyone in their way is getting bribed. Or killed. His squad is vicious, but untrained and not the brightest. His gang's location has been pinpointed to a certain block in Chicago where he and his group spend most days.

Outcheating:

Andrew Johnson - An affluent business leader in London has been found to be having a scandalous affair with his secretary. (How typical.) He resides in the penthouse of the luxurious Madison Hotel, where he muses after work. While he is no threat at all, the hotel has an advance system of security cameras, and a regular force of guards numbering between four and six.

Intolerance:

Frank Cletus - The infamous leader of the Australian white power group 'Demos Cacus'. He is a large-bellied man whose musical talent has produced the sophisticated works of songs like "How to Enslave a NiggerKikeSpicGook." Though he is protested, he is protected by free-speech advocates (no doubt also encouraged by under the table deals.) He is also protected by his armed and rabid followers, mainly from the outlying parts of Sydney. He spends a lot of time in the Demos Cacus Headquarters, converted for the group from an old gym complex.

Though the racist bastard surely aggravates us, we should go for Street Sweeping. Less chance both for death and for being caught on camera. That, and that his squad would be incredibly easy to manipulate.

You were planning to have a 15 year old magical girl kill Witches by drinking them under the table!? It's original, at least.

After consideration, you decide to start with Street Sweeping. You press the confirm button on the screen. In just a few minutes, a black van pulls up to your location....

-Several Hours Later-

You find yourself in Gil Howard Avenue, Chicago, Illinois. Before you, there is an impressively sized warehouse with a north, south, and west entrance. Swolli, and the rest of his crew should be inside somewhere....

Let's not let them know we're here for now. Let's go in whatever door is the back door.

I think we should look for a way on to the roof.

You enter through the South entrance to the warehouse.

The interior is a very large, organized room with a curved roof. There are rows upon rows of items and boxes stacked upon multi-level shelves. It's like walking into a mega-Home Depot, but with no one inside. Creepy.

There are 15 Rows of Shelves in this room that stretch to the other ends of the room. Each section of each row has some different item from chandeliers to toilets. The paths spaced in between the rows are wide and empty.

You hear footsteps, though they are faint, coming from your left.
