I am once again going to promote Graphics Gale as working better than most other programs for pixel art.
The ability to color select with the right mouse button is the greatest thing you will ever use.

I don't know I'm pretty confident in Photoshop, which I already have. Besides I just need to edit images together, not draw them.

I dunno, I got pretty into the GIMP for this purpose. Ctrl-I to select, then right or left click to choose which slot to fill with the new color. I just like having two colors on hand at all times. (One for edging/background, one currently being added.)

Gale is... not good for image manipulation. In fact I often use a mix of both gale and GIMP for anything with more advanced effects, but as a drawing program Gale > Paint.net | GIMP | Photoshop | Paint | What ever else.

Graphics Gale is only good for pixel art. There's a reason why professional digital artists use Photoshop or Corel Painter.
