I don't know how we got into a discussion about whether or not .999 repeating is equal to one, but here's my explanation as to why it is:

1/3 is equal to .333 repeating, and .333 repeating times 3 is .999 repeating. 1/3 times 3 is 3/3, otherwise known as 1. So there.

And now hopefully back to discussion about Skyrim. Nevermind me, I, for whatever reason, thought that this was the TES:V discussion thread.

Oh hell I did this in math a while ago. Hated everything about it.
 
But unfortunately the mathmatical reasoning is sound. I think. As I remember. The question about the logic versus the math about it is for some reason actually quite popular on the internet, despite being somewhat obscure.

The best way to think about it is that "1" is just a name of a number, not the number itself (which is an abstract concept), and "0.99999..." is just another name for the same number, the same way as "2.5" refers to the same number as "5/2" or "65/26" or "0.4 + 2.1". So calculation is basically just the process of finding a simpler name of a number, given a more complicated one.

Here:
Let's say 0.000 ... 1 is an infinite number of zeroes followed by a 1. It can be written as

limn->∞(0.1n - 1)

since 0.12 is 0.01, ie 2 - 1 zeroes followed by a one, and 0.16 is 6-1 zeroes followed by a one. Infinity isn't really a number, so we have to use the limit to determine the value.

The limit approaches 0. As the number of zeroes increase, the number converges to 0. If there is an infinite number of zeroes, the number equals zero.

Therefore, 0.000...1 = 0.

...I'm not quite sure if this answers Valid_Dark.
