They are just buildings made to help you harness Mana and Horses.

I see. So they're not really supposed to be available on normal tiles, they just are anyway.

Sheb, you seem to be trying to build a couple improvements with no labor. How did that happen? Did the "resource shortages expected" popup that's supposed to appear not show up?
(Also, please don't use .rtf files in the future. File formats that'll open right in the browser are much more convenient. I recommend plain text.)

Edit: Ah, whoops. I just realized I have horses on hills at one spot. You can't actually build horse pastures on hills, so that's something of a problem. I'll figure something out tomorrow; it's late.

The pop-up did pop up, but I wanted to see if the ame could deal with "corrupt" orders. After all, we don't want the GM to have to check every order. It's weird that you can build without the ressources, but that you can't claim without the pop. Is free pop tracked differently from the other ressources?

And sorry about the .rtf, didn't realize it wouldn't load.

Also, how do you increase the area of influence of a city of yours to build improvements further out, and how do you build 3-labor buildings to reach pop 6 with a pop 5 city that produces 2 labor? Do I just build a new city?

Kashyyk is correct, labor can be stockpiled. Or you can build more cities to produce more labor in any given turn; there's no restrictions on where you can spend it.
