Here's the results I got from running it locally anyway (and yeah, ran fine regardless):

...why are the resources in a different order?

The kitchenette mold free, you move on to the pantry. it's nasty in there. The bacon is grazing on the lettuce. The ham is having an illicit affair with the prime rib, The potatoes see all, know all. A rat in boxer shorts smoking a foul smelling cigar is banging on a cabinet shouting about rent money.

Also, my orders remain identical.

Okay, so maybe I introduced and then fixed a bug without noticing, and the cached version on some people's machines hasn't updated. That's the only thing I can think of, anyway. (Although it doesn't make much sense, since I haven't touched anything related to food production in months...) Could you try clearing your cache, re-downloading, and trying again?

Same order. This is running in IE (for some reason it can't find Firefox), if that matters.

Okay, that all looks like the right amount of food. So, announcement, everyone: clear your cache before running any turns.

Irony, the order of the resources in the xml is totally irrelevant. The way I built it, the order they show up in is somewhat indeterminate, and I don't care in the slightest.

Vanigo, could you explain in more detail how food and pop generation works?

Last turn, I had no food left and was generating 16 excess food. I had 15 population. I used 7 food to generate one more free pop (9 food left). Let's say that free pop ate 1 food, that mean I should have 9 food left, enough for a second population to spawn. Instead, I've got no more pop and only 4 food left at the start of this turn. What's wrong with my understanding of the rules?

Edit: Got it, actually I was generating 25 food, eating 16, and my claim would lead to two more food. There seems to be a bug in the "expected change this turn" window.

Edit the Second: Does the map wrap around?

How does claiming over water work? It doesn't seem to want to let me claim anything that's only adjacent to a claimed water tile.

This is as intended. To claim a tile, it must be either adjacent (including diagonals) to a land tile you already claim, or it must be a land tile adjacent to a sea unit you control. (A flying unit over water probably works, too, come to think of it.)

I see. Can you claim not-adjacent land with land units as well?

You cannot. Rationale is that unless you have a good road, carrying stuff over land is much harder than over water. Spreading out slowly is one thing, but long-distance migration across howling wilderness is another entirely. (And you can't build roads on tiles that you haven't claimed.)
