Check out a few let's plays... there's a couple of varying degrees of completeness in our own LP forum, as well as some on YouTube and suchlike. Gives a fairly decent idea of how it plays out.

I was thinking of picking this up.  Anybody happen to know how "Complete" it is?  Can I play a full multiplayer game and have fun?  Is it missing any essentials?

Excellent.  How's the AI?  I was hoping to play against my roommate and a bunch of computer players.

Excellent.  How's the AI?  I was hoping to play against my roommate and a bunch of computer players.

AI's...alright.  Could be better, but it's alright.

Does maneuvering ships matter in any way? If not, not really worth it.
You only like games where maneuvering a ship is a critical gameplay element? Sound kind of boring to me.

Playing cards to eXterminate your opponent seems boring to me.

Also:
1) the card playing thing is entirely optional
2) the card playing thing is actually less meaningful than the other factors of combat (ie. ship design, fleet composition, commander's skills)

The AI is actually pretty freaking stupid. It's harsh, but I believe everyone knows it to be true. When this game was first available, the AI was forced to supplement for its incapability by cheat-spawning big fleets to protect its colonies. It didn't help, merely delayed the inevitable since it had no clue how to even use them. Sadly... even the people on the official forums themselves share this sentiment... though not as frankly. You could probably pick it up right now and play on "impossible" and still trounce the AI. This is no exaggeration. It is my fondest hope that this issue gets resolved ASAP. Or at the very least make the diplomacy logical...

As for combat well... Some people like it. Some people don't.

I personally thought I could overlook it, but I could not.

I think the easy way to tell if you can overlook this combat or not is if you even mildly entertain thoughts like "playing cards to eXterminate your opponent seems boring to me", then you'll have the same end result as me.

The cards thing is alright. It's a good way to make sure that battles can't draw out too much. It also becomes a mini game where you're trying to predict what card your opponent will be playing so that you can counter it. All said, I prefer the tactical combat from MoO 2 though because it gives much more options for my custom built ships to show off.

The game is mainly attractive to me because it has depth while being relatively quick for a 4x genre. The engine is stable and efficient. I've never had a crash or any technical issues at all. Turn times are quite acceptable even on larger maps in the end game.

You haven't actually tried the game have you? You aren't 'playing cards'. This isn't Magic the Gathering. The 'cards' as you call them are just combat tactics which you can use to alter the way the combat plays out. You unlock more advanced tactics depending on your level of research and the hero leading your fleet. You can choose to ignore it, you can autoresolve each fight too.

But really, why in the hell would I want to worry about maneuvering ships? I have 20 ships in a fleet, that would be a massive pain in the ass. Go play some silly navy sim if you want to maneuver individual ships, we're talking about running a whole civilization.

(Actually: One good game where maneuvering is very important is Nexus: The Jupiter Incident. An excellent tactical space sim which is all about maneuvering and controlling your ship's systems which was overlooked and did not get the attention it deserved. Also an entirely different type of game, not a 4X at all.)

Unfortunately it's not going to change any time soon. The turn time increases with the depth and complexity.
