The economy used to be configurable in the init file, but it's been disabled completely in the code (so yes, the .exe) because the implementation was pretty fundamentally broken.  Toady is going to reinstate it when it has been recoded to be work better.

You may prevent the economy from activating with the arrival of the Baron by editing data/init/init.txt; line "[ECONOMY:NO]"

magmawiki, 3.5 minutes of searching

You will need:
1) a c++ decompiler
2) a c++ compiler
3) untold dozens of hours of your life, if you're lucky.

and even if successful, it will be illegal to distribute whatever you make.

Dwarf fortress in 50 words: You start with seven alcoholic, manic-depressive dwarves. You build a fortress in the wilderness where EVERYTHING tries to kill you, including your own dwarves. Usually, your chief imports are immigrants, beer, and optimism. Your chief exports are misery, limestone violins, forest fires, elf tallow soap, and carved kitten bone.

If you're interested in playing with the economy on without doing any modding, just grab an older release.  Version 22.181.40d (usually just called 40d) was fairly stable and is still a lot of fun.  You can download it here.  If you want to ratchet up the challenge from vanilla I'd recommend the "Dig Deeper" mod for 40d.
