What kind of accent is this?

I know a guy who has a odd accent, mostly with his As. Whenever he makes the A sound, it sounds almost like two As, making "car" sound almost like "care".

Is this an accent, or just a speech pattern, and if accent, from where?

Could be an accent. IIRC, Scots English would do that, as would some coastal New England and even coastal Mid-Atlantic accents. Parts of West Virginia have an odd thing of pronouncing "ou" as a hard o, so that "out and about" sounds like "oat in a boat".

Could be any of the Celtic accents. I am Welsh (South Wales accent, quite distinctive), but Americans and Canadians have mistook it for Irish and Scots on many occasions.

TBH over here we have more accents in a 200 mile radius than most other entire nations.

Car-> care immediately makes me think S'Efrican, personally.  Scottish doesn't quite go in that direction and I'd expect you'd just recognise it from more obvious signs (like out->oot or whatever.  Get him to say "iron" if you're really not sure).

As an east coast Canadian (from a town close to Halifax, no less) my friends in Alberta laugh hysterically whenever I pronounce car. I literally cannot tell the difference between the way I pronounce it and the way they pronounce it.

Nah, im a Jack from South Central Wales. Much more "steretypical". Cardiff/South East accents are more harsh and less singsong
