Bill decides to wait for Grimtoad to make a mistake, choosing to powerslide the outside.
Seeing Grimtoad speed ahead, Bill decides that now is not the time to take the shot. Instead, he powerslides toward the outer lane, [4]

+1 bonus to Pass Checks as he surges ahead, although the speedy Counselor Grimtoad is too far ahead to pass.

Mario follows Grimtoad towards the item boxes, but unlike the Counselor he takes it safe, gaining a

That was exactly the kind of mistake Bill Ryzer was waiting for on the outer path, as he effortlessly passes Grimtoad with no loss of Momentum! He's just behind Captain Falcon now!
Mario, seeing Grimtoad's fate, takes a much more conservative entry line to the water hazard, [4]
+2+1-1 and safely skates through the turbulent water, aiming for one of the plentiful Item Boxes!
The Mysterious Mr. L is swerving wildly into the water hazard! [5]

The outer path of Blue is a broad curve well suited for Powerslides (+1) while the inner path is more of a dog-leg with a hazard in the middle, making it quite unsuited for the maneuver (-1)
Yes, it gives you a +3 dodge bonus against green and red shells, and people attempting to pass might run into it instead. Fake item boxes for whatever reason do not provide a +3 dodge bonus.
Fake Item Boxes, at least in Mario Kart DS, don't block attacks. I think they aren't solid until deployed or something.
