Wind, rain and 5°C does not equal warm. Though it's ghastly cold only if you're wearing clothing that absorbs all that water.

That's 41 degrees, its not that bad for short bursts at least. I wouldn't want to be out in a downpour in that weather for more than half an hour or so, though, I suppose. But wearing a "normal" pair of pants isn't notably more effective.

Oddly enough, a long raincoat (without pants) would probably be more than enough to keep someone snug and warm, at least for walking. :P

This really isn't true.  Having your bare skin whipped by really cold water or hail is far worse.  If you're planning to stay out in the rain for extended periods of time you can wear waterproof trousers (note how waterproof skirts are not helpful).  Otherwise trousers can at least prevent you from being lashed by rain for a bit before you get inside.

Those pants are just going to slow you down and make it harder to jump fences. Unless you've got kevlar pants, it isn't worth the risk.
