HMR stands for Hazardous Materials Requisition, not Horrible Massive Ruination, though I can understand how one could get confused.

Keep searching the cells. If there are no more cells to search, go search the administration room for secrets hidden in books, under desks or chairs, inside light fixtures, in the computer, etc.. ((Note: In the computer doesn't mean the computer hardware. Just in case Flint tries to destroy the computer looking for something inside its case. Wouldn't want whoever is using it to try to kill me. I've seen what happens when you disturb the tinkerers.))
You keep searching the downstairs cells. You find an unused shiv, a wallet with a money card and a few plastic photos, and a datachip that is cracked. Not exactly black level secret documents.
Look around for punks I can stab.
