Split up, look for something to steal.
Wanna be more specific about that? Split up and go where? Explore this level or go lower? Head right or left? What should you be looking to steal? Because, as you've written it, I would probably have you just walk off in a random direction and start stealing anything not nailed down.

That depends. You're fairly certain that weapons and ammo will always be worth something, but different things may be worth more or less to different people. You could try and barter with the elevator guy and/or others with what you have, or you could head down and sell some things to a shop make some money and then just use that. Our you could offer your services in exchange for things, etc.

Go down to the area that is most likely to have businesses and steal anything valuable to us. Such as a little spare food and maybe some unique objects.

You walk away from the group and off into the city, following a winding cobblestone path through the tangled mess of buildings. After meandering aimlessly for a bit you find a sign that indicates the way to the lower level and follow the path to precarious stairway that leads down. The tops of the buildings of the second circle are nearly even with the foundations of the first, and you can already hear the bustle of busy storefronts and the smell of fresh food being cooked.

Where as the first circle's streets were open to the sky, save for the occasional decorative archway or connecting walkway, the second circle is a sea of fabric awnings and hanging signs, buildings bulging wider as they ascended, merging together and forming great, looming tunnels of brick and plaster. Storefronts and stalls line the crowded street, shop names-sometimes in hasty spray paint, sometimes in ornately carved calligraphy- blanketing the walls. You select what looks like a general store and slip inside.

Racks and barrels of goods line the walls and dominate the room. Most of it looks to be bulk goods: seeds, grains, fabric, and other items useful to some but not to you, especially in the case of trying to covertly make of with it. Farther into the shop, and closer to the clerk, however, are two shelves that look interesting. One appears to be various packaged foods, like canned food, small, twine wrapped, brown paper packages labeled "Salted Rabbit" and the like. The other seems to be a rack of unique things, weapons, books, trinkets, bottles of pills and things you don't recognize. The second rack is very close to the clerk, who is already eying you suspiciously.

You follow close behind terkiey, the sights and sounds of the city far more malevolent to you then to him. It's hard to keep track of the emaciated figure in the crowd, but you manage to follow him into a shop. When you get in he seems busy, looking over some shiny things on a rack, so you walk up to the clerk and engage him in a friendly conversation about whether or not this place is hell.

You ask New Guy and Tiruin to buy you a bow and arrow if they find one. Drago, for his part, hands you the bow he made. It's not much more then a stick with a bit of elastic cord stretched between the ends. Guess it's the thought that counts.

You nod to the request for a bow and wander off toward the second circle. It takes a bit of searching but you manage to find what appears to be a weapons shop, complete with barred windows. Inside, the room is almost completely empty, save for a display counter set into the far wall and enclosed in bullet proof plastic.  A clerk sits behind the plastic, reading a book and doesn't even look up as you walk in. The counter has a rather mundane assortment of pistols and small arms. As you walk closer the clerk he looks up and closes his book. He seems to be looking at the blue bandana on your arm. After a moment he says something in a language you don't understand; it sounds like Chinese in Russian, or Russian in Chinese.

You'll probably be introduced here soon...depending what these guys do. Drago looks incredibly idle so he'll probably decide to live here unless he wakes up soon. You guys will be out your best crafter, but I can't really have you hauling around a magic craft zombie who does nothing but craft things for you when you need it.

Go back to the jeep. Leave medical supplies and food there.

Ask to borrow Drago's gauss armament, as well as one magazine's worth of ammo for it.

I'll just remind you now about how that raider you saved gave you a word in case you met someone else in his group. A group that speaks a weird mixed dialect of chinese and russian. Hint hint, eyebrow eyebrow.

You drop off your stuff and drago gives you his pistol. The pistol is single shot so he just gives you all the ammo.

Head to the Second Circle. Don't do anything if anybody objects.

Walk around there and look for work

Also, Examine Second Circle west pathways and streets for stuff that I can use.
