The SimCity series practically require you to sit and wait, otherwise you'll run your city into the ground financially.

Yeah, basically all the Maxis pre-EA games fall into this catagory.  They all revolve around the following cycle:
1) Stabilize the starting situation
2) Wait for resources to pour in
3) Expand
4) Stabilize
5) Wait
6) Expand

Some of the Paradox games let you do this - either directly like in Hearts of Iron 3 you can put each minister under computer control and any/all armies.  Or indirectly by picking a small out of the way country and observing the map/messages as the rest of the world plays under the AI - actually a lot of strategy games let you do this.

In the Command Ops series like Battles From the Bulge or Conquest of the Aegean you can put the highest level army commands on AI control and they will create and execute a fairly reasonable plan.

Ha, I came into this thread to suggest the one where bacterium run through their life cycles, and random mutation causes them to become more or less efficient or die off, and you can tweak some genes if you like, but I can't remember it's name.

And it's in the OP! Here's a pretty good "Let's Play" version of it if anyone's interested.

It seems very dwarven to use the hell itself as a garbage disposal. I can just see this isolated pile of goblin clothing, rotten food, and chunks of animals sitting there in a featureless plain, slowly cooking in the heat as demons pick at it.

I just had to register and comment here after I found that remark about FinFin.

For those who are curious, a basic (but well worded) summary of the game can be found here: http://www.alassea.net/finfin/index.php?infowhat, and can be downloaded at this fansite: http://home.arcor.de/emge/index_e.htm, along with other important information.  Oh, and yes, it is abandonware (http://faq.ca.fujitsu.com/all/std_adp.php?p_faqid=1145).

It does appear to work on Windows 7, although I'd imagine I may be difficult to get help when most of the forum-goers speak German.

Distant World its a space 4X with some expansion you can fully automate your empire basicly and watch it unfold see fight, each single civilian has a job lot of different scenario you can make, turn auto on everything exept a single ship and be a bounty hunter, or all auto exept agents and mission and be a agency sending agents on mission so much more.

Breaking the Tower is one of Notchs earlier games. It is very indirect, you place buildings and people live autotominously on your island. I find it hard to close my browser once I start it up.

I made the mistake of thinking Sims 3 would be like this, that's I'd be able to create sims with interesting character traits and watch them interact with the world, but they don't really do much of anything on their own without player intervention.
With just a little bit of interactivity the sims is a great series for this... you can't be entirely hands off, but they actually will do a lot without player intervention... Make sure you have high autonomy set in the options. You just need to buy stuff, and maybe get them a job... but other than that they can live on their own pretty well.
