That would effectively ruin the Televan role, though, since the whole point to the Televan is to control the merc. 

The Evans have a choice as to whether they want to focus on recruitment or killing.  The last game shows that you need SOME kind of killing role to keep the other group in line. 

I do believe that the Evan does need some more help, though with all of the Athiests.  Perhaps eliminate all penalties for the Evan: if they try to recruit a religious then it simply fails: evan doens't know why and the other side don't know who tried to recruit them.  Then the Evan doesn't have to panic over recruiting all game (note I didn't recruit ANYONE for that reason)
