Does doing Diplomacy count as an action?

No. Please don't make it look like an action with bonded titles because it makes it a little confusing.

Alright, I modified the post to be a little less confusing. Is this any better? I wanted to avoid the problem where other nations missed another nation's diplomacy towards them in the wall of text, so PC Nations will have underlines when called out in Diplomacy for me is that alright?

Diplomacy from Elaed Glaw:

The deal from Arqubuzlpan shall be accepted, but only if the loan has reduced interest and an elastic paydate.

1. The following factories shall be built:
Gunpowder factories where there is access to it's components.
Artillery factories where there is access to steel.
Small arms factories where there is access to steel.
Ammunition factories factories where there is access to gunpowder and lead.

2. Our children is learning! - The education effort.
There are schools built throughout the land, and from now on, all children aged 8 to 14 are required to attend. Repeated absence shall result in heavy fines. In these schools the following aspects of education shall be taught:
Basic Literacy;
Simple Mathemathics;
History (of Elaed Glaw only);
Early Indoctrination (our nation is great, other countries are evil, the king is our nation and we must be loyal).

The only language allowed in these schools is breton. The children of minorities are given special care so that they feel more breton than other nationality.
There will also be established military schools to educate our future officers better.

3. The land in Africa are rich and plentiful, and they are by law ours. The entirety of West Africa, Central Africa and Egypt are claimed on the international stage as Breton and as such any incursions in these lands will be treated as an act of war. To further solidify my demands, I shall establish colonies in the Kongo, Benin and finally colonize the rest of Egyptian coast.

Okay guys. I hammered out a government system. You can use 1 free action to change your government. To change it, use an action to describe how the new government will work. More democratic = more actions. But, more democratic = can have some effects on your country.
