Madman did do a bunch of math on the Discord, and came up with a plan of bringing some mages in and further bolstering our apprentice ranks.

Something like +6% Mages, +4% Apprentices. And yes, that slight cost reduction means we don't have to bring fractions of percents into the budget.

Still, there is the -5% boats, -1% ballistae, +6% Mage plan.
