Encourage the tenants of Freedom of will and choice within the Church. Discourage enslavement of the body or mind through slavery, drugs, laws, etc.

Gather the five hundred most faithful tenants of the Faith, and grant them unrivaled leadership ability and intelligence ([0.001E * 500 <0.5>] * [Intelligence +4 <x2.0>] * [Leadership +4 <x2.0>]. <0.5 * 2 * 2> = 2E. This is a direct change to their genetic code, and is (hopefully) inherited by any children they may bear.

Suggest that Frederick begin low-scale democratization efforts, mainly based on city and region for now. Perhaps the formation of a council or senate which he supersedes, but may handle low-level government?
