I still can't get it to happen here, but I found a decent candidate for a cause, having to do with some of the pre-calc optimizations for habitability of a square and how that array was being cleared.  It doesn't explain the infinite rejections that some people are getting after the first world, and that bug has some even more unusual associated behavior, but it might explain the site sprawl you get after the first world.  I'll probably put up another version later tonight.

Generated 13 pocket worlds with seed 0 over three runs of 38c, and didn't get a single one with site spam. Did the same thing last night with 38b and would reliably get site spam second gen. Sounds good to me.

Aaaand, I, Nite/m4re, declare this bug to be deceased! Generated tons of pocket worlds and the bug is gone.   :)
