Strange troubles making candy robes

Here's the situation: I give an order to make a candy robe (same thing happens if I give the order from the manager or directly to the forge).  My armorer then collects all the candy cloth in the fortress (4 units) and stacks them and one piece of charcoal in the forge. All are marked with TSK once they are there.  He then announces that he needs cloth and cancels the order.  The cloth is picked up and returned to the stockpile by someone else.  I can make other candy clothes at the same forge, and I have made robes earlier.  There clearly isn't a burrow issue since they pick up the cloth fine.  Any ideas what's going on?

Maybe it takes more than 4 piece of cloth to make a robe. Test it with some regular cloth.

I have four pieces of candy cloth, all in different stacks.

Robes have [MATERIAL_SIZE:6] - in previous versions, this meant that adamantine robes needed six pieces of adamantine cloth to make. It's known that metalsmithing tasks don't use the correct number of bars, but jobs for making adamantine clothing are seemingly not broken in this manner and correctly require the full amount.

There is a lesson to be learned here.

 The dwarf in charge of making the candy robe does NOT keep track of the bars. He has to collect most of the material before realizing that it is insufficient. Until now I thought dwarves were more or less clairvoyant as to the locations of every single sock in the world as well as all the stocks taken by the book keeper.

 Like they had a collective consciousness or something.
